Creation of Employment Opportunity for Rural Women & Self Sustained Resource Personals (CEO-RWSSRP) Project

Executive Summary

Despite increasing urbanization in India, a large fraction of India’s poor remain in rural areas. Many of these individuals work in casual labour markets in both the agricultural and non-agricultural sectors where there are few returns to skill and labour market experience, and where earnings are thus limited by the marginal product of manual labor. Given overall supply and demand conditions, the return to this labor may not generate household earnings that are sufficient for a household that includes nonworking dependents to rise above the poverty line. While a system of transfers to low-income households may reduce poverty at least over the short term, such transfers provide a major drag on state budgets and may preclude the state from making productive investments in public resources that lead to long-term sustainable growth and development. On this basis it would seem desirable to better understand the nature of rural earnings growth with a view to how best to promote well-paying employment.

India is rich in women-power resources. The rural female population is as big as 360 millions but only 31% of them are working population. The rural women, particularly poor, have not exposed themselves though they have talent because they have dearth of communication skill. Today’s society is a globalized and technologically progressive world. Therefore the communication skills are a basic need in today’s society.
